The Plenary of the Congress of Deputies has definitively approved the Startups Law, which will enter next January after almost two years of preparation.

The regulations have been approved with a broad political consensus, with the support of PSOE, PP, Unidas Podemos, Vox and PdeCat. In the business world, it has also been unanimously endorsed. Representative organizations of the sector such as Adigital, South Summit and Barcelona Global have participated in its drafting.

The text was finally approved this morning, introducing all the amendments proposed by the Senate except one. Among the latest modifications, the increase in incentives for serial entrepreneurs stands out, which may be subject to the law unlimitedly, the addition of new requirements to the certification process by Enisa and the increase in incentives for rural entrepreneurship. A special visa for digital nomads has also been incorporated for professionals who are self-employed in the country or foreign employers who operate in national territory.

“The approval of this law is a victory for the country because it is a comprehensive regulation that puts us at the forefront of Europe in terms of entrepreneurship” celebrates María Benjumea, president of the South Summit organization.

The Startup Law represents a leap forward in the sector since for the first time Spain grants its own legal entity to startups, facilitates the raising of capital by giving tax incentives to investors, promotes the entry of international workers with special visas and streamlines administrative procedures with a single and telematic window.

The First Vice President and Minister for Economic Affairs, Nadia Calviño, has assured that the regulations are “key to promoting entrepreneurship in the new digital economy” while the Secretary of State for Digitization and Artificial Intelligence, Carme Artigas, has considered that the law will mark “a before and after” in the entrepreneurial ecosystem.
