They hunt a 19-year-old young man who was dedicated to organizing illegal car races in the province of Malaga through a WhatsApp group made up of a thousand users. The boy now faces an accusation for a very serious violation of the citizen security law, as reported by the Local Police of the capital of Malaga.
Agents from the Police Investigation and Protection Group (GIP) specialized in investigating social networks and other open internet sources have managed to identify the young man.
Local police experts in cyber patrols, both from the GIP and the Accident and Attestation Investigation Group (GIAA) of the Malaga Local Police, have been collecting videos uploaded to social networks for years, the viewing and study of which has led to investigations as a result of the which proceedings have been initiated for the commission of crimes against road safety that have led to final convictions in many of the cases.
Likewise, numerous drivers have been reported for committing administrative infractions related to reckless driving, engaging in vehicle competition, driving with free exhaust and others.
Thanks to this work, GIP agents have managed to fully identify the manager of a group of a well-known messaging application with almost a thousand members through which he explicitly organized illegal vehicle crashes.
The modus operandi consisted of indicating the locations in the group moments before, trying to avoid police action at all times by changing locations in the event that the agents showed up. In addition, the individual carried out surveys to the members of the group to locate and choose locations, being the only administrator and in some cases blocking the comments of other members.
The investigation has made it clear that these meetings were not only carried out in different parts of the municipality of Málaga, but also in other towns in the province such as Alhaurín de la Torre, Cártama or Benalmádena.
Due to everything described, the local police have considered that this individual would be calling meetings of hundreds of people without authorization on public roads, violating Organic Law 4/2015, of March 30, on the protection of citizen security, which in its Article 35.1 includes as a very serious infraction:
“Meetings or demonstrations not communicated or prohibited in infrastructures or facilities in which basic services are provided for the community or in their surroundings, as well as intrusion into their premises, including their overflight, when, in any of these cases, a risk has been generated for the life or physical integrity of people. In the case of meetings and demonstrations, the organizers or promoters will be responsible.”
In this case, the risk situations caused by illegal racing and reckless driving between vehicles have given rise not only to the commission of crimes against road safety, but also to serious accidents, all aggravated by the danger posed to the public that, voluntarily, congregates around these concentrations of vehicles called without any type of authorization or protection fences or other security elements.
For all this, the local police have located and summoned the person responsible, drawing up a complaint report for the events reported, which has been sent for processing to the Government Subdelegation in Malaga.
Note that, in the event that the sanctioning procedure continues, very serious infractions of the aforementioned Law will be sanctioned with a fine of 30,001 to 600,000 euros, the minimum level comprising a fine of 30,001 to 220,000 euros; the medium grade, from 220,001 to 410,000 euros, and the maximum grade, from 410,001 to 600,000 euros. Recidivism could also motivate the commission of a crime of disobedience to authority.
