The prosecutors of the Supreme Court consider that the former Catalan president Carles Puigdemont was the “absolute leader”, “intellectual author” and who took the reins to launch the Tsunami Democràtic platform, “an organized group of a terrorist nature” created in response to the ruling of the process dictated by the Supreme Court in October 2019 and by which several pro-independence leaders were sentenced to the crime of sedition.
This is the main conclusion of the letter written by the chief prosecutor Fidel Cadena, which reflects the majority sentiment of the Supreme Court prosecutors in the debate on whether there are indications for the high court to initiate an investigation into Puigdemont as requested. the judge of the National Court Manuel García-Castellón.

For the prosecutors and the investigating judge, the objective of Tsunami was to “seriously destabilize public peace by preventing public powers and specifically the Supreme Court from complying with and executing their final sentences.”
Thus, they consider that the conduct described by the judge, especially what affected the El Prat airport, among others, “with the obvious intention of seriously violating public peace and subduing public powers, can be considered, at least in this procedural moment, as a criminal offense and specifically as crimes of terrorism.”
The response of the former president of the Generalitat to the report of the TS prosecutors has not been long in coming. Puigdemont has charged against judges, prosecutors, police and certain politicians and media outlets who, in his opinion, “believe that any means is legal to defend Spain.”
