It represents, says the Ministry of Labor, “a tool that accompanies the worker throughout their working life in the event that they are unemployed, in employment and training procedures.” The second vice president and Minister of Labor, Yolanda Díaz, has stated that “we are going to change the culture of employability in Spain….the unemployed are going to have a public office anywhere in Spain that will not only serve them, but “They will listen to them and from whom they will be able to demand rights.”

This common portfolio of services of the National Employment System includes personalized guidance services for the person looking for a job, so that their diagnosis can be established and the corresponding itinerary can then be developed within a specific period, maximum one month. It also includes intermediation and advisory services for people and companies, on-the-job training and advisory services for the self-employed to evaluate their projects. .

A unique work card will also be designed, in the style of the health card, to facilitate access at any time to the itinerary and jobs carried out by the user and what they must do to improve their employability.
