WASHINGTON, President Joe Biden signed Thursday’s executive order. It aims to limit turnover among federal service contract workers and gives them the right of first refusal if a contract is changed.

The order states that employees who did their jobs well under the prior contract must be allowed to continue their employment with the new contractor when a federal service contractor is transferred to another contractor. This order applies to more than 2,000,000 federal contractors who perform everything, from building maintenance tasks to operating technical equipment.

According bonus veren siteler to the White House, the order will decrease turnover among federal workers who support critical functions. It is intended to prevent disruptions and reduce the cost of training and recruiting workers to fill positions that are well-filled by existing contractors. According to the administration, the order protects well-performing employees by providing them with job opportunities that last beyond the life of one government contract. It also prevents unnecessary transitions.

Officials from the administration claimed that it could cost up to 20% to train, recruit and hire replacement staff and that significant cost savings would be made by the federal government. Officials didn’t immediately give an estimate of the cost savings.

According to the White House federal service contract workers are more often women and people of colour, and the order would help the administration achieve its equity goals.
