On this occasion, there have been neither delays nor accumulations nor lack of security in the classroom. The oppositions to public officials that the Generalitat had to annul and repeat, assuming the organization of the management, due to thousands of incidents that occurred on April 29, are being developed this Saturday “in an impeccable way”, as has been assured by the Minister of the Presidency, Laura Vilagrà.

Vilagrà has promised not to outsource logistics and surveillance services again in future processes, as it did in April with the known consequences.

Between today and next Saturday, July 8, some 13,500 temporary employees of the Generalitat have been summoned to apply for 1,825 positions in the public service. Of these, 62% have presented themselves, according to the counselor. “Not all of them will be able to stabilize their work, but they will be able to opt for job boards and other instruments so we won’t lose them,” she warned. She has also advanced that there will be more opposition contests for external workers.

At the same time, the macro-oppositions, the largest in history, have also begun today to stabilize positions for civil servant teachers, which are of a state nature, although organized by the Department of Education.

The tests will continue throughout the month of July in 150 venues and more than 36,000 teachers are summoned for 14,238 places. The Minister of Education, Anna Simó, who has also positively assessed the holding of the oppositions, has stated that between 70 and 75 percent of the interim applicants who had applied to participate have presented themselves.

The tests of public officials have begun around 9:30 a.m. at the different authorized points, with the protest of the opponents for the fact of having to repeat them, but they have been held “with all normality”.

The Faculty of Economics of the University of Barcelona, ??the University of Girona, the School of Engineering of the Universitat Rovira i Virgili in Tarragona and the Faculty of Law of the University of Lleida are the venues.

The Mossos d’Esquadra have guarded the exams, the classrooms only allowed 50% of their capacity and mobile phones were prohibited. For today, 415 volunteers have been mobilized as watchmen, informers or coordinators.

During the day of this Saturday, the examinations of the body of rural agents, criminal enforcement official personnel and transversal labor categories will be carried out, with 477 places summoned and 3,648 applicants. Of the two days of oppositions, the most complex one is on the 8th, when almost 10,000 applicants will present themselves for 1,344 positions: general technicians, specialists and administrative staff.

The interim oppositions of April 29 were suspended after the Generalitat collected more than 13,000 incidents by the opponents, among which were delays in the start of the tests, inadequate spaces, use of mobile phones and digital devices in the exams or lack of of vigilance.

As a consequence of this, the Government terminated the contract with the company Cegos, subcontracted for logistics and surveillance tasks, to which it has denounced and claimed a total of 2.1 million for the cost of the tests (900,000 euros), the cost of compensation to opponents (90 euros per person). It also demands an amount, still to be determined, for the damage to the reputation of the Generalitat.

The logistics and surveillance of the tests today and on Saturday the 8th are carried out with the Government’s own means and with the support of personnel from the Generalitat administration (1,300 volunteers have presented themselves to provide support and surveillance services), after receive specific training.

In addition, members of the Mossos d’Esquadra have taken custody of the transfer of the tests from the administrative district to the venues where the exams are carried out.

The tests take place in 452 reserved classrooms in different spaces in Barcelona, ??Girona, Lleida and Tarragona, 158 for July 1 and 249 for July 8.

The correction of the test exams will be done by the staff of the General Directorate of Public Function under the supervision of the members of the courts. The selection process is expected to end at the end of 2023.

But what has made this Saturday exceptional are the competitive examinations for teachers, a call that “is five times that of previous years,” according to Minister Simó.

For the Education exams, a total of 1,550 guards have been distributed in 310 courts. 14,238 places have been called, which have been requested by more than 36,000 temporary workers, although 70% have applied.

The department has not yet accounted for the cost of organizing the tests, which are higher in number of opponents, and much more complex since there is not only a theoretical part but also an oral presentation that will take place throughout the month of July (it could even be extended to September for some professional training specialties).

The objective of Education is to go from 34% to 8% interim, a requirement imposed by the European Commission so that Spain could be a recipient of European funds. This represents, for Catalonia, the stabilization of 27,000 civil servant teachers.

In today’s test, which began at 9:30 a.m., the aspiring teachers had to deliver the didactic unit that they had to prepare, and from 12 noon they had to take the test.

In the coming days and until July 31, they will be called to orally defend the didactic unit.

As of September they will know the note that will already be assessed with the merits presented. The last part of the test will remain, the practices in an educational center with a tutor and an examiner.

This part cannot be done until September 2024, when the course starts. The stabilization of places gives a margin until December 2024. In autumn 2024 the tests will end and the appointment of career officials will be published.

This extraordinary call for vacancies complies with one of the administration’s formulas to stabilize vacancies. Previously, a merit contest for teaching positions was held, which is still open.

In the exceptional merit contest there are 12,859 places called and 37,300 people have participated. It is a live process, until the month of September, which allows the list to run as resignations occur. So far, there have been 1,300 resignations.
