Sumar will leave two Catalan deputies in ERC so that he can try to form his own parliamentary group in Congress. The regulations establish that to form a parliamentary group in the Lower House it is necessary to have more than 15 deputies, such as the PP, the PSOE, Vox and Sumar, or 5% of the votes of Spain as a whole, or 15% in the constituencies where one has been introduced. This is the reason why the PNB with five deputies has its own group, and ERC and Junts do not. The two formations did not reach 15% of the votes in all the Catalan provinces on July 23. Specifically, the coalition will cede the deputy of Girona, Júlia Boada, and the deputy of Tarragona, Félix Alonso, so that they add the percentages of the vote to those of ERC in the constituencies and thus exceed 15% where the republicans do not reach alone. Afterwards, these two deputies would leave the ERC group to join Sumar’s. It is a common practice in Congress during the group formation process, and in all probability the socialist group will do something similar with PSC deputies to encourage Junts to also have its own group. The Bureau of Congress, with a progressive majority,
will have to approve these
disposals.
