If the Government acted with a “Caribbean rhythm” in the negotiations for this year’s budget agreement with the Government, according to the PSC, this same rhythm prevails in the execution of the agreement that was finally forged during the four months that it has been in force. the bills. The versions of the Catalan Executive and of the budget partners -PSC and En Comú Podem- contradict themselves because although those of Pere Aragonès indicate that he has already complied with 50% of what was agreed, socialists and commoners deny the greater.

If this Wednesday the commons verified, after meeting with the Government, that it is not fulfilling the commitments made in terms of housing, health and ecological planning, the PSC points out this Thursday, after meeting with the same government delegation, that in its case the breaches go further. The Socialists deny the percentage figure for compliance indicated by the Cabinet of Pere Aragonès and assure that initiating procedures to comply with some of the agreed measures does not mean taking them for granted.

The spokesperson for the PSC parliamentary group, Alícia Romero, who in her day led the negotiations with the Government for the budgets, commented after the meeting that “there is a certain disappointment at the pace with which the Catalan Executive is developing” the agreement budgetary. “There are many breaches and delays in our proposals,” which makes him fear that some of the commitments may not be fulfilled by the end of the year.

Socialist sources calculate at least fifty examples of these breaches and delays, among which are some related to the most discussed aspects in the negotiations, infrastructures such as the Ronda Nord, the Hard Rock, Rodalies, the subway or works not tendered in the road network; but they also point to delays in the industrial field, in equipment for educational centers or in the increase in rates throughout the social sector.

“The machinery is slow, it is a Government that has a hard time getting started and is not agile in budget execution,” Romero lamented before giving the Climate Action Department as an example, “one of the slowest,” since ” it only has a 25% budget execution, which is very surprising in a situation of drought and lack of renewables”.

According to the PSC, the areas in which there is more delay or no direct step has been taken are infrastructures, with the investments committed in the metro, and in the transfer of resources to the entities that manage social services. There is also “a low execution of the budget” in the industrial sphere and in health and educational facilities.

According to the PSC, there are also points of the agreement that have not yet started, such as the negotiation with the State Government of the transfer of resources for the management of the railway services that are the responsibility of the Generalitat so that they are approved by the Mixed Commission of Economic and Fiscal Affairs.

And regarding the expansion of Barcelona Airport, the Socialists recall that a technical commission must be created with the Spanish Government with the aim of transforming said airport to gain capacity. In any case, the commitment is to create the commission before the end of the year. But in the case of the Ronda Nord, the agreement between the Government and the central government has not yet been signed, something that Romero attributes to the fact that the news of the agreement, published by La Vanguardia, has leaked, and the agreement will not be complied with either. the promise to approve, before the end of June, the Urban Development Plan of the Salou and Vila-seca (Hard Rock) Recreational and Tourist Consortium project, nor the construction project of the C-59 bypass to its I pass through Sant Feliu de Codines.
