Faced with the challenge of setting up the polling stations for this Sunday, July 23, the JEC has communicated that in the event that a polling station cannot be filled with the members and substitutes present on voting day, the Electoral Board of the Zone must designate the people who will fill these vacancies.
The electoral body has issued a resolution on the last day of the campaign in which it cites article 80.4 of the electoral law (Loreg) which indicates that voters who are in the premises can be selected if necessary. In the same way, the alternates, previously chosen, can be designated in other tables, in the same polling station or in a nearby one.
The call for general elections for July 23 has brought with it two main problems: receiving the vote by post and setting up the polling stations for voting day. Since the beginning of the month, Electoral Boards in different parts of the country have reported having received a high number of allegations to be absent from the polling stations in the upcoming elections, in addition to having difficulties in locating all their members.
Faced with the possibility of not being able to cover the polling stations before the general elections, the Board has resolved to designate substitutes, previously selected, to other tables and even that the voters themselves make up the same. The JEZ must communicate in advance to the substitutes of any polling station that they must remain in the electoral college premises until indicated by said board.
The citizens who are elected to supervise the voting and later carry out the scrutiny, on 23-J itself, must deliver their ballot to the corresponding polling station and may do so at the beginning of election day or at some later time, provided that the polling station they are part of maintains two of its members during that time.
In the event that a polling station could not be set up one hour after the legally set time for the start of the elections (9:00 a.m.), the Zone Board would call for a new vote within the following two days.
