The mayor of Ripoll, Sílvia Orriols, has today signed the decree notifying the three terrorists who are still alive from the 2017 attacks, in Barcelona and Cambrils, that they are “non gratas” persons in the municipality, according to the Catalan Agency of News (ACN).

The plenary session on November 28 unanimously approved a motion proposing to declare persons “non grata” those convicted of the jihadist attacks of 17-A 2017, Driss Oukabir, Said Ben Iazza and Mohammed Houli.

The motion, presented by Aliança Catalana, the party led by the mayoress of Ripoll, Sílvia Orriols, included the amendments presented by the opposition (Junts, ERC, PSC, CUP and Som-hi Ripoll).

The letter demanded from the competent administrations that those convicted cannot enjoy subsidies, public aid or bonuses. The institutionalization of an annual event in the municipality in tribute and recognition to the victims of the attacks and their families was also requested.

The motion also incorporated radicalization prevention and social cohesion programs and called for a thorough investigation to find out whether the imam of the Ripoll mosque, promoter of the attacks, is alive or dead and his relationship with the Spanish secret services.

The motion also rejected radical Islamism and proposed the creation of a multidisciplinary table, with representation of all political parties in the City Council, technicians and entity members to monitor the agreements.

The motion was sent to the associations of victims of terrorism based in Catalonia, the Mossos d’Esquadra and the Generalitat. Despite its approval, the Ripoll City Council had yet to officially communicate to the terrorists that they were persons non grata to the municipality, which happened today.

In 2022, before becoming mayor, Sílvia Orriols presented a motion along these lines that did not have the support of any of the political parties with municipal representation.
