An Abilene, Texas, man who was arrested last year after being linked by DNA to a 1982 cold case has died while out on bond and awaiting trial. The Abilene Police Department announced on Facebook that 66-year-old Billye Brown, the suspect in the 1982 deaths of Susanna Flores Brown and her 8-year-old daughter, Franchesca Antionette Martinez, passed away on July 27, 2024.

In March 1982, the Abilene Police Department responded to a double homicide in the 1300 block of South Bowie Street, where they found the victims had been murdered. Court records revealed that Susanna was found with multiple injuries and a lamp cord wrapped around her neck, while Franchesca was discovered with a phone cord around her neck. The investigation indicated that both victims died from strangulation.

Brown, who faced two murder charges in the cold case, was reported to have brought chicken home for dinner and ate with the family before leaving for work. Upon returning home, he claimed to have found the mother and daughter dead. However, investigators noted that Brown did not appear overly upset about the situation and even made jokes. Family members and friends mentioned that Brown had marital problems with Susanna and displayed controlling and abusive behavior.

The case remained unsolved for 41 years until investigators obtained a warrant to collect a DNA sample from Brown. In 2023, DNA found in Susanna’s mouth led to Brown’s arrest on two murder charges. Despite initially refusing to submit to a DNA test, Brown eventually had his DNA swabbed, leading to his arrest in October 2023. He was released on a $200,000 bond while awaiting trial.

The Abilene Police Department expressed their dedication to seeking justice for the victims and providing closure for their families. They emphasized their commitment to upholding the values of the department and ensuring a safe and just community for all residents. While the loss of a life is always tragic, the efforts of the officers and investigators involved in the case were acknowledged for their hard work and perseverance.

In light of this case, it serves as a reminder of the importance of DNA evidence in solving cold cases and bringing closure to families of victims. The advancements in forensic technology have enabled law enforcement to make breakthroughs in cases that have remained unsolved for decades. This story underscores the significance of perseverance and dedication in pursuing justice, even in cases that have long gone cold.
