Some of San Antonio’s biggest downtown projects go before the city’s Historic and Design Review Commission Wednesday, including a new headquarters for CPS Energy, an office tower at The Pearl and the new 23-story headquarters for Frost Bank.

The Frost Tower, which is being built by local developer Weston Urban, cleared the first hurdle in the city’s historic approval process in July. On Wednesday, HDRC will decide whether to give the design final approval.

At the July meeting, HDRC members praised the project while raising concerns about whether its bottom floors would be distinctive enough to create a memorable experience for pedestrians.

The 10-story office tower at the Pearl, by developer Silver Ventures, is also up for final approval after getting preliminary approval in December.

The development, which would take up nearly the entire block at the northwest corner of Broadway and Pearl Parkway, will include a 10-story tower with 221,000 square feet of office space, and a six-story tower with 123,000 square feet of office space, according to HDRC documents.

The $122 million new headquarters of CPS Energy will also be considered by the HDRC on Wednesday. Renderings show that the project would transform the 430,000 square-foot property, which formerly served as Valero Energy Corp.’s headquarters.

The towers, at 530 McCullough Ave., would house all 1,200 of CPS Energy’s employees and much of the utility’s operations. Renovation work is expected to be completed in late 2019.
