The defeat of the Valencian left on 28-M will mean a change of cycle in the development of the management of public resources of the Valencian institutions. There will be, therefore, another model to understand the Administration and actions in matters such as Health, Education, Social Welfare, Transportation or Housing. The PP, alone or with Vox, will lead the Generalitat Valenciana for the next four years and, also, important institutions such as the three provincial capitals and two of the three provincial councils.
But every defeat carries a heavy price in the lives of many people, in all those who have held public office or have served as advisers by direct appointment for several years. Professionals who will soon have to leave the institutions and return to private activity, to the public function if they are civil servants and, in not a few cases, signing up for unemployment. It is a constant in the radical changes of the cycle. It happened in 1995 when the PP won the Valencian institutions with UV; It happened in 2015 when the left recovered them and now it will happen again. It is the worst face of defeat.
In the Generalitat Valenciana alone, 267 people will lose their position or job: there are 151 high-ranking officials (a president of the Generalitat, 11 ministers, 12 undersecretaries, 36 regional secretaries and 91 general directors), with salaries between 50,000 and the 60,000 euros gross; and 116 advisory positions, among these various press, with salaries of 44,000 euros. To these must be added direct appointment positions in instrumental companies of the Generalitat.
In this case there are “autonomous organizations” such as the Valencian Youth Institute, IVAJ; the Valencian Tax Agency or Labora; thus up to a total of thirteen entities. There are public law entities such as the IVAM, Turisme Comunitat Valenciana or Ferrocarrils de la Generalitat Valenciana, up to a total of fifteen. Also commercial companies of the Generalitat such as Aeroport de Castelló, Ciegsa or À Punt Media, up to a total of eleven. To which must be added foundations such as Les Arts or consortiums.
Sources from the Valencian Administration calculate that the change in the political cycle will affect more than 100 people in all these entities, including designated positions, advisers and press officers. Then there are the people who will be affected by the loss of municipal power. In the Valencia City Council alone, the 33 councilors have a total of 54 advisors, most of whom will be appointed by the PP. Something similar happens in the provincial councils; the left only has the possibility of keeping that of Valencia and loses that of Castellón.
Although there is no official figure, between 400 and 500 people will be directly affected by the change in the political cycle, losing the jobs they had in the Valencian Administration. Some of them may be relocated to the electoral lists for the next general elections; but they will be a minority. To this we can add a worse scenario that would also be losing the Spanish Government, which has a wide network of instrumental companies where the Botà nic was also able to place trusted people.
In the case of the PP, the exact opposite will happen. After eight years of crossing the desert and the loss of many profiles, he will need to have hundreds of people to put together his management in the Valencian Administration.
