The Consell of the Republic headed by Carles Puigdemont has assessed “particularly positively” some of the aspects included in the agreements between the pro-independence forces and the PSOE for the investiture of Pedro Sánchez, who was re-elected yesterday as President of the Government with the votes of in favor of Junts per Catalunya and Esquerra Republicana, and reiterates “the need to restart a process of strategic meeting of all the pro-independence forces to develop a new political framework” for this new stage of the process.

Specifically, in relation to what was agreed, the pro-independence entity highlights the inclusion of an amnesty law, that there is a space for negotiation with the socialists to address the political conflict with mediation and verification mechanisms, and the reaffirmation of the validity and legitimacy of the referendum of October 1, 2017 and of the unilateral declaration of independence of October 27, 2017, the latter included in the background of the JxCat pact with the PSOE.

The Consell militancy spoke out on the negotiations at the beginning of October in a vote forced by one of its associates, who received the 1% endorsement necessary for said vote to take place. In it, with only 4% participation, the majority of affiliates of the organization based in Belgium voted in favor of blocking the investiture and the legislature of the Congress of Deputies. In any case, the management of the Consell itself and Junts had made it clear in advance that the position expressed in the foundations of the entity would not be binding on the formation of Puigdemont, who did endorse the entente in his own consultation.

In the statement issued this Friday by the pro-independence entity, which above all endorses the position of JxCat, especially taking into account that Puigdemont has led the conversations with the PSOE on behalf of the post-convergent formation, it is also recalled that in 2019 , when the Consell had just been launched, it opted for a roadmap to complete the process that included a negotiation with the State with independent mediation, which would recognize “the right to self-determination that the Catalan people exercised” in October 2017 and “the reversal of repression and comprehensive respect for civil and political rights.”

Likewise, they highlight that in June of this year and also in July the Consell’s commitment was that the sovereigntist parties “do not guarantee the political stability of any Spanish government that does not unequivocally commit to a political solution to the conflict based on amnesty and “respect for the right of self-determination that the Catalan people exercised on 1-O”.

Thus, in the Consell, by putting these elements on the table, they consider that in a certain way they have fulfilled those premises in the negotiations for Sánchez’s investiture.

In any case, the organization led by Puigdemont, which will participate directly in the negotiations with the PSOE, which must have a monthly periodicity and will start before the end of November, assures that it will be “attentive to the evolution, the concretion and the progress of these pacts, as well as their effectiveness” and emphasizes that the “investiture is not a guarantee of stability”, as the post-convergent leaders and also the Republicans have been warning.
