Catalan educational centers already have the 2023-24 school pre-registration underway. The registration process prior to enrollment can be carried out electronically until March 20 in infant, primary, and ESO education. Enrollment will take place between June 20 and 29 for students from I3 to 4th of ESO.
The educational offer for the next course responds to three objectives: fewer students in the classrooms and, therefore, lower ratios; continue fighting against segregation and improve the reservation of places for students with special educational needs.
In the next course there will be almost 2,000 boys and girls less than infant 3 than those registered in the current course. And also 3,050 fewer students in the first year of ESO. According to the Department of Education, almost 88,000 students in infants 3 and 4 will benefit from a lower ratio, that is, less than 20 students per classroom.
The drop in the birth rate and the fight against segregation explain this drop in the reduction of groups. In fact, the Generalitat de Catalunya maintains its policy of reducing the ratio of students per classroom to avoid the oversupply of 13 places, which generates segregation in the centers with the greatest demand. This is one of the measures established in the Pact against School Segregation.
Along these lines, in municipalities with more than one school in which a group has been reduced, the initial offer is maintained with ratios of 18 or 19 students per classroom.
The reduction of the ratio to infant 3 will allow 91% of the total of 2,125 public offer groups to result in a ratio of 20 students or less. And 33% of the l3 groups will do so with a ratio of 19, 18 or less.
In subsidized schools, the figure for a ratio of 20 or less will be at 51% of the groups, when the previous year it was at 37% of the groups. It should be remembered that in the case of the concerted, the reduction of ratios is voluntary because it is established by the state regulations that regulate it.
Another great novelty in this year’s pre-registration process concerns the reservation of places for students with special educational needs. For the first time, vulnerable students will be differentiated due to functional diversity and disadvantaged socioeconomic situations.
The places for students with special educational needs due to functional diversity will be reserved in a differentiated way until their enrollment. This will make it possible to attend to these children in a more optimal way and will contribute to making a more inclusive school. The reservation will be at least one place per group, with the possibility of extension depending on the detection made by the psycho-pedagogical counseling teams.
For its part, the reservation of places for socioeconomic reasons will be until the beginning of the course, in order to respond to live enrollment during the holiday period. There will be a minimum reservation of two places per group, also expandable.
The next school year will have nine new centers, of which two will be institutes, two schools and five school institutes. These are: the Vallcarca Institute (Barcelona), the Nou Alcarràs Institute, the New School of Badia del Vallés, the Campllong School, the Badia del Vallés School Institute, the Freixes School Institute (Terrassa), the El Cabrerès School Institute (L’Esquirol), the Mossèn Joan Batlle School (Blanes) and the Josep Pous i Pagès School Institute (Figueres).
Four centers up to now subsidized in the public network of the Department of Education are also integrated: the Institut Escola Manresa, the Institut Escola Sant Felip Neri (Barcelona), the Escola Segre (Barcelona) and the Institut Escola Cent-Fonts Sant Josep. In this way, public education gains 1,700 places for the next academic year that until now were concerted. Since the approval of the decree, which regulates the integration of centers in the public network, 15 have already done so, adding more than 8,200 places.
