Starting next Monday, January 22, it will be mandatory for all newly marketed personal mobility vehicles (VMP), including electric scooters, to have the certification granted by the General Directorate of Traffic (DGT) to circulate legally in Spain. . This measure implies that all personal mobility vehicles (VMP) must comply with the quality and safety standards established by the DGT, as provided in the Resolution of January 12, 2022, which are detailed in the corresponding specific characteristics manual. to this type of vehicles.
Two years have passed since the publication of the regulations until their implementation. During this period, manufacturers have had the opportunity to adapt to the established regulations, ensuring that as of January 22, all VMPs sold meet the certification criteria required by the DGT. In this way, electric scooters will have specific circulation and identification certificates for these devices that, among other aspects, certify that the motor cannot be manipulated.
Users who have an electric scooter or other VMP marketed until January 21, 2024 will be able to circulate until January 22, 2027 even if they do not have a certificate. From that date, only duly certified VMPs may do so.
The VMP certification process is prior to marketing, so electric scooters that are on sale from January 22 must have a certificate issued by a laboratory authorized by the DGT. IDIADA Atomotive Technology S.A., located in Tarragona, and TÜV Rheinland Italia S.r.l, in Milan (Italy), are the two laboratories authorized for this VMP certification.
To know if the scooter or VMP that we are going to count is in order and has this documentation, you must look for the information on the marking plate or in the reduced characteristics sheet. Once we have this information, we must compare it with the list of brands and models that are certified to ensure that the vehicle we are going to buy is in order.
The list of brands and models of electric scooters certified by Traffic can be consulted digitally on the website dgt.es/vmp. This list includes the VMPs that, as of January 22, must be marketed with documentation that guarantees that the model complies with the regulations and is correctly identified.
Among this mandatory documentation are the elements detailed below.
The DGT recalls that altering the manufacturing characteristics of a VMP that appear in these documents by varying its power, dimensional elements or speed causes the vehicle to no longer meet the requirements recorded in its documentation and, therefore, no longer be legal. let it circulate. If the user is stopped by an agent while driving, they may be sanctioned in accordance with current regulations.
