The company Mas Mut Produccions, linked to Francis Puig, received subsidies for the promotion of Valencian with work that Civil Guard investigators have verified, in an analysis of videos and invoices, which were carried out in part in Spanish, according to a report presented to the Investigative Court number 4 of Valencia by the Economic Crimes team of the Organic Unit of the Judicial Police of the armed institute.
The report, of 446 pages and to which Europa Press has had access, contains an analysis and list of invoices related to the activity of companies linked to the brother of the former president of the Generalitat and former general secretary of the PSPV, Ximo Puig, a complementary report requested at the time on the suppliers who had issued them in order to prove the reality of the services provided by the companies.
In this case, the court is investigating, following a complaint lodged earlier by the PPCV, alleged irregularities in subsidies from the Valencian and Catalan Governments between 2015 and 2018 to companies related to Francis Puig and his partners, the Adell Bovells. It is about the mercantile Comunicaciones dels Ports; Mas Mut Producciones, Canal Maestrat or Kriol.
When verifying Mas Mut’s billing, the researchers were struck by the existence of a subfolder called ‘Digitalització’, with scanned copies of ‘Setmanari Noticies’ from 1993 to 2012, and an invoice with the concept of ” binding and digitization of contents”, which do not coincide with the files provided, and that of the 1,119 elements it contains, 534 are in Spanish “which has no reason to be included in the concept of aid for the promotion of Valencian or Catalan” .
In another section, in invoices to Comunicacions dels Ports, the researchers confirm that many of the report files are entirely in Spanish, “which would not be the subject of a subsidy”; others mix Spanish and Valencian and others are only in Valencian.
The report, which does not present conclusions to the court or economically quantify possible irregularities but rather analyzes the invoices, includes another section with the name ‘Seu Calaceit’ and explains that telephone companies had been required to provide information on invoices and data. relating to Communications dels Ports.
The telephone number corresponding to the headquarters was listed between 2010 and 2016, and the agents do not know how in 2017 and 2018 Mas Mut was able to provide service at that location without a telephone line or internet connection.
Likewise, it points out, in other sections, that the name of the files they include does not appear on the delivery note, so it cannot be compared or temporal differences are observed between the creation of the file and the month that appears in the figure.
The agents also went to check the Mas Mut headquarters in Penyarroya de Tastavins (Teruel), where they confirmed the existence of a two-story single-family home, and which they called on several occasions during the two visits made. A neighbor confirmed to the investigators that it was the private home of Jorge Puig – Francis’s brother -.
As already indicated in a previous report, the house does not present any sign informing of the existence of the business in that location but rather “presents the appearance of a private home”, in addition to not having more antennas than is usual in a normal residence. Therefore, agents cannot prove that this location is the company’s headquarters.
And in another section of Canal Maestrat invoices, the agents analyzed a hard drive delivered to determine the image/video files that are related to each of the invoices presented for the subsidy. In the ‘Territorial information contribution quota’ folder, the researchers located 145 files in different formats, created between January and August 2017, with content related to towns in the Ebro delta, Tortosa, Amposta or D’Eltebre.
“This instruction ignores whether these works are related to the justification of the expense for the subsidy of the Generalitat of Catalonia or, on the contrary, they were presented for the subsidy of the Generalitat Valenciana”, as they are outside the territory of the Community.
Regarding unpaid invoices from Canal Maestrat SL, the report indicates that in a radio spot about the Matarraña region, the researchers point out as “striking” that the audio advertising file is included in the supporting account of the structural subsidy to radio stations. privately owned television in Catalan or Aranese.
Similarly, among the content services for Comunicacions dels Ports there is also a report on the wedding of Enrique Adell Bover with Inés Aular with more than 20 video files with audio in Spanish and only seven in Valencian.
And in the examination of Nova CB invoices, they point out that it provides the supporting account of expenses for the subsidy for the promotion of Valencian in radio mode in which the supply of images, some of them without audio, for this type is not “understood”. of justification.
In this sense, the report also refers to promotional micro-videos from the town of Xert (Castellón) and where “in none of these” is Valencian spoken.
