The Badalona City Council and the Department of Social Rights of the Generalitat have reached an agreement to deploy a pilot community action project for residential inclusion in the neighborhoods of Sant Roc and Artigues. The mayor of Badalona, ??Rubén Guijarro, and the minister, Carles Campuzano, made it official today during their visit to Badalona this afternoon.
The objectives of this project are to facilitate the organization of the owners and tenants of the farms, in order to guarantee their good use and maintenance; improve coexistence relationships; develop guidelines for neighborhood management of common goods and public space; and detect situations of severe residential exclusion that may require specific social care.
The program was born with the desire to extend to other neighborhoods in Catalonia that present conditions of urban segregation, concentration of social needs and residential vulnerability. It will last from 2023 to 2025, with the possibility of extension, and the Department of Social Rights will finance it with 120,000 euros per year, which will be used to cover the needs of personnel and legal services.
Between the months of January and March 2023, the General Directorate of Civic and Community Action of the Department of Social Rights, on the one hand, and the Badalona City Council, on the other, will methodologically deploy this pilot project, detailing the professional and economic needs , establishing the legal formula of collaboration between both administrations, which will primarily take the form of an agreement. The goal is to start it this year.
This project is heir to the work carried out by the Consorci Badalona Sud (CBS), an organization that was agreed to dissolve last April. Based on this consensual decision, the Badalona City Council assumed all the services covered by the CBS, within the scope of its municipal powers.
The mayor of Badalona, ??Rubén Guijarro, has indicated that “with this agreement we will have a real involvement of the Generalitat to provide the necessary tools and resources to carry out mediation and coexistence projects in the neighborhoods of Sant Roc and Artigues. This area of ??the city had needed these resources for a long time to improve the quality of life of its neighbors”.
For his part, Minister Campuzano has highlighted that “the project will organize neighborhood communities so that the neighbors themselves are the ones who intervene in the improvement of common spaces and coexistence relations”. He also stressed that “it must allow detect social needs that can be met by social inclusion devices”. The minister added that “we share with Badalona and its City Council the challenge of making a fairer and more prosperous country, and also the need for the administrations to work together”.
