The Badalona City Council (Barcelonès Nord) will put out to tender this year a new contract for the street cleaning service, waste collection and management of clean points for the next twelve years with a tender budget of nearly 500 million euros. The new contract will take over from the previous one, which has expired since May 2020. This contract will introduce the latest technological and machinery features to improve the service, such as providing cardboard and other containers with fire-fighting devices.

The mayor of Badalona, ??Xavier Garcia Albiol, accompanied by the third deputy mayor and councilor for the Area of ??Territory and Sustainability, Daniel Gracia, and the councilor for the Area of ??Public Roads and Mobility, David Mejía, has presented the cost structure of the new contract. cleanliness, that is; the economic framework of this contract, which by economic volume is the most important for the Badalona City Council. The mayor has explained that this procedure will be taken to the ordinary plenary session of the City Council on February 5. Once the cost structure of the future contract has been approved, it must also be endorsed by the Contract Prices Committee of the Generalitat of Catalonia. According to the planned calendar, the approval of the final specifications will take place in the month of April, so the new cleaning service of the city of Badalona will come into operation before the end of this year.

Xavier Garcia Albiol has highlighted that the City Council will allocate almost a quarter of its budget to the new cleaning service, increasing the resources allocated by more than 50 percent, with more than 41.5 million euros annually. The mayor recalled that the current cleaning contract had expired four years ago. “Seven months after entering the government we have been able to start and carry out a tender as important as this one, when normally town councils begin to prepare new bids for cleaning contracts a year before,” he explained. Garcia Albiol has indicated that his government wants “the best cleaning contract, as soon as possible” and that “the transformation of Badalona that begins this 2024 happens, in large part, so that the city can have the cleaning contract that it deserves.” the residents of Badalona.” “This important effort shows that cleanliness is, along with security, the great priority of this Government,” he remarked.

The new contract will be valid for 12 years, another two more than the usual 10 years, because the application of new technologies will extend the life of the machinery and will facilitate annual savings by extending its amortization. The contract for the street cleaning, waste collection and clean point management service will consist of 5 lots: Road cleaning and collection; collection and management of textiles, clothing and footwear; collection and management of domestic oil; management of fixed and mobile clean points and service control and monitoring service

The mayor explained that this last lot foresees, with an investment of more than 200,000 euros per year, the incorporation of technology to be able to see and know in real time the operation of the service. The Badalona City Council will thus be able to “monitor” the provision of the service through a control room and track the vehicles through GPS.

Among the planned improvements that will be incorporated into the new cleaning service contract, the mayor has detailed the specific equipment seven days a week for the maintenance and intensive cleaning of the containers and their surroundings. There will be 3 shifts that will cover 24 hours a day. Likewise, waste collections are planned on demand. The routes will be adapted to the situation of the containers when they are at the limit of their capacity.

On the other hand, a control and inspection of the contract will be carried out. Through screens it will be possible to view all material resources and machinery. Likewise, the collection of furniture and appliances by free telephone or mobile application (App) and the renewal of all containers in the city. In addition, cardboard containers and other containers will be equipped with fire-fighting devices to raise the alarm and put it out.

The mayor also announced that with the new contract the entire fleet of cleaning services vehicles will be renewed. Among the new features, we must also add that the cleaning of the roads in the industrial estates will be incorporated into the service and that the two clean points will be renewed.

To promote the objectives of increasing recycling, a pilot test will be carried out in which some of the containers will incorporate readings with cards so that those who recycle can obtain bonuses on the garbage rate. The new contract for the street cleaning, waste collection and clean point management service also provides for a sanctioning regime for possible non-compliance.
