The Plenary of the Consell has approved a decree law of extraordinary measures aimed at guaranteeing comprehensive health care and under conditions of equity in the Valencian Health System, which includes measures to facilitate the coverage of places in some departments and groups the health areas so they can share resources.
The decree contemplates creating eight interdepartmental health groups (ASI) as organizational entities that will allow the sharing of resources between the 24 health departments of the Valencian Community. It is a healthcare structure that integrates hospitals and primary care centers from different health departments to ensure the population’s access to the portfolio of services in equitable and efficient conditions.
With this, each professional will be able to provide joint services in two or more ASI centers even if they maintain their connection to only one of them. The provision in such centers may be on an ordinary, complementary or continuous day.
This measure, which respects the current health departments, will contribute, according to Minister Marciano Gómez, to greater availability of professionals in areas that are difficult to cover, taking advantage of the advantages derived from the shared use of resources. Likewise, the citizens of the Valencian Community will see health care guaranteed by the health personnel required in each case.
The councilor has pointed out that the decree law “aims to provide a solution to one of the main challenges facing Valencian healthcare”, which is the shortage of professionals in the health departments of Vinaròs, Requena, Elda, Orihuela and Torrevieja. , as well as in the basic health zones of Ademuz, Chelva and Titaguas.
To this end, in terms of public employment, the vacant positions in these geographical areas are declared as positions that are difficult to fill and measures are established to promote their provision.
The ASI will have its own steering committee made up of the management staff of the health departments integrated into it and a direction-management that will fall to the person in charge of the management of the reference department. There will be no right to any remuneration for being management personnel of the ASI.
The eight ASI will have a reference hospital and will house several departments structured in Castelló (departments of Castelló, Vinaròs and La Plana with the General de Castelló as a reference), València-Norte (Clínic-Malvarrosa, Sagunt and Gandia with the Reference Clinic ), València Oeste (General Hospital, Requena and Manises with the General as reference); València Este (Doctor Peset, la Ribera and Xàtiva-Ontinyent with the Peset as a reference) and València Sur, made up of La Fe and Arnau de Vilanova with the first center as a reference.
In Alicante there will be the ASI Alicante Norte, with the departments of Sant Joan, Marina Baixa and Dénia and a reference in Sant Joan; Center, with the General of Alicante, Elda and Alcoi and reference in the General of Alicante and South, with the two departments of Elche, Torrevieja and Orihuela, and the reference hospital in the General University Hospital of Elche.
