That the execution of the investments contemplated in the General State Budgets, PGE, are historically deficient in the Valencian Community is not new. Even less if compared to what happens in other autonomies. But the problem is that the dynamics, far from improving, continue to place Valencia at the bottom of the autonomies with the least execution of the State budgets.

In the first half of 2023, which is the latest closed data from the Government, only 20.4% of the 1,236 million euros budgeted (252 million euros) was executed. The information was reported by the ARA newspaper and confirmed yesterday by this newspaper with ministry documents. In that same period, the level of execution of the PGE in Madrid reached 52.7%. The Valencian was in fifth place, from the bottom, of the autonomies with the best execution.

Only in the items corresponding to the autonomous organizations and the rest of the entities, the execution of the first half of 2023 exceeded 50%, with examples such as the execution of 774.4% in the Júcar Hydrographic Confederation. Likewise, the other items present execution percentages of 28.9% in the General Administration of the State; 4.7% in the administrative public sector and 26.6% in the business public sector.

The 2022 data are, in this regard, revealing, as they confirm the trend of recent years towards low execution, despite the fact that in this same period it has been possible for territorialized investments to approach 10% of the total, in line with the weight of the Valencian population in Spain. But in that year, the execution in the middle of the year did not exceed 40%, according to ministry data.

It already happened in 2021. Of the 1,107 million committed in the spreadsheets of the accounts for that year, only 469 were executed. This means that only 42% of what was committed for that last year was spent in the 12 months that make up the year, which includes its different entities and public companies such as, for example, Renfe or Adif. In other words, six out of every 10 euros planned for projects in the Valencian territory were left unspent.
