The goal is for each and every one of the Basque unemployed to have an Employment plan for 2025, a personalized roadmap that includes training itineraries and, in general, planning aimed at maximizing their employability. These specific plans are the main novelty of the Basque Employment Law, approved this Tuesday by the Basque Government and whose articulated project has been sent to the Basque Parliament for processing.
This new regulation will be the first Basque Employment Law that the Basque Country will have and aims to “respond to the needs of both workers and companies”, as explained by the Minister of Labor and Employment and second vicelehendakari, Idoia Mendia. The new regulation will seek to protect the right to a “decent” and “quality” job, which can be reached through adequate training through the Basque Employment Service.
The Minister has indicated that the Law “orders, under the leadership of the Basque Government and Lanbide, all the actions of the more than 300 institutions, social and economic agents that today act in active policies” to work in a network, although it has pointed out the “most prominent role” that the town halls will have, “to whom we guarantee participation and financing to respond to the needs of their neighbors and those of the companies in their environment”.
In fact, the new Law establishes the obligation that all municipalities with more than 10,000 inhabitants have prepared an employment plan, an objective for which they will have financing.
In addition, Idoia Mendia has emphasized that “for the first time in Spain it will be possible to demand personalized treatment from the public employment service, a tailor-made suit to find a job or aspire to a better one”, while transforming the tool, which is Lanbide, to make that right possible. “All of this is going to translate into simplified service mechanisms, territorial one-stop windows, or the Lanbide electronic one-stop shop, to which citizens will go,†she assured.
Regarding the deadlines, the Law could enter into force in May 2024. From then on, the preparation of employment plans aimed at the long-term unemployed will be prioritized. In any case, the goal is that by July 2025 all those registered with the Basque Employment Service-Lanbide have their respective personalized employment plans.
The new Basque Employment Law provides for a substantial transformation of Lanbide with the aim of turning it into an effective instrument for the unemployed. The Basque Government intends to increase the number of counselors and will also seek to bring together all job offers on the same portal.
