Stop Accidentes has called for a State Pact on education to fight against road violence ahead of the general elections on July 23, considering that “urgent” measures are necessary to fight against this scourge.
In this sense, it has requested active public policies for the transformation and prevention of risk behaviors, such as complying with the obligation by law to teach driver education in values ??in all school curricula; social and cultural commitment in collaboration with local administrations and autonomous communities to promote projects that meet the objectives of healthy, safe and sustainable mobility; and to raise awareness and train the most vulnerable groups.
“We ask politicians to act with the will to change. We cannot be satisfied as long as there are innocent victims in traffic accidents that are avoidable. We have managed to achieve in Spain during these years a reduction in the accident rate that is mainly due to the implementation of education, sanction and control measures, even so highlighting that it has not yet been possible to create a culture of road safety”, the association pointed out.
Likewise, he added that they demand “maximum institutional involvement and political consensus on road safety issues to achieve sustainable, safe and inclusive mobility, complying with the SDGs of the 2030 Agenda, the World Plan of the 2nd Decade of Action for road safety and the Road Safety Strategies 2030 of the DGT”.
The association also proposes to provide comprehensive care to all victims of all forms of violence and, for this, calls for the creation of a Secretary of State and/or a governing body that attends to all victims of violent acts.
In this sense, with the mission of coordinating with the different ministries involved, they call for a state network of comprehensive care for all victims that has a single telephone number with an action protocol to provide active listening that facilitates the comprehensive protection of victims. affected victims to avoid a second victimization.
In this way, they request to listen, help, orient the victims and their families by providing information for the knowledge of their rights and the actions that they can exercise; offer psychological support and refer to the different social aids available, always following up. Accompanying in everything that the victims request and coordinating with existing victims’ associations in the national territory that offer a supportive and close space due to their experiences and similar experiences are other of their demands.
They also demand preventive justice for society, re-education for the offender and reparation for the victims, for which they claim to create courts specialized in road crimes; modify the penal code in relation to homicides (not involuntary in general); shorten deadlines to obtain autopsies, toxicology reports and improve out-of-court expert reports; recognize the next of kin of the victims as harmed; and modify the law of minors.
In addition, they propose the hardening of the law for repeat offenders and re-education; Mandatory insurance for bicycle users and VMP, as well as a record of ownership of the same (registration, QR code); participation of victims’ associations in the training of judges and prosecutors; and the immediate implementation of the Bill to improve the rights of victims that was approved in July 2020.
