The Generalitat has presented several allegations to the Government regarding the decree that will regulate the marine wind auction. The main request made by the Ministry of Climate Action, Food and Rural Agenda, which includes the concerns of the affected municipalities and the Girona council, is that the economic offer and the socio-environmental impact are valued equally. Currently, the draft states that the economic offer will be a priority with 70%.

The secretary of Acció Climàtica, Anna Bernades, explains that one of the priorities of the allegations is for the Government to take the territory into account in the process. Thus, the Generalitat requests that local representation – both regional and municipal – be included in the technical evaluation commission and in the public-private dialogue process, once the tender is already awarded.

The Generalitat and local administrations have also proposed an exhaustive list of non-economic requirements and criteria. The allegations ask that aspects related to the design of the project be taken into account (distance from the coast, space occupancy ratio, etc.). Also with the environmental impact (measures to reduce the environmental and landscape impact of the project or the monitoring of the activity during exploitation); and with the socioeconomic impact of the project (potential to develop the area’s industry, impact on the tourism sector and the local economy, etc.).

The Government now has six months to resolve the allegations that the different administrations and companies have presented to the project. After the summer, the public tender specifications should be published. One of the key factors will be whether the auction is carried out jointly or by territory, taking into account the particularities of each area.
