However, this rubric does not yet imply the execution of the works, not by a long shot, since the respective execution agreements must still be signed, in which the projects must be defined, which, in addition , are subject to the political uncertainty emanating from the upcoming general elections.

The Minister of Transport, Raquel Sánchez, and the Minister of Territory, Ester Capella, initialed the two protocols electronically to avoid a photo in the middle of the election campaign, but the signed documents are nothing more than simple “manifests of political will”. admit sources from the Central Executive. In order for the works to start, it will still be necessary for the Generalitat to define the projects, and a long administrative procedure in which the new central government will play a predominant role, because in all cases these are works owned by the State.

From the ministry they admit that with a possible change of government after 23-J “everything can be left on wet paper”, but they point out that then there will be a budget breach, since the items reserved for these infrastructures are recorded in the state accounts .

The protocol on the North Round arrives late. According to the budget agreement between the Government and the PSC, it had to be signed before the end of March and the Central Government assures that “two months ago there was a closed text”. In addition, the differences in design remain on the track. Although the protocol does not specify that it must be a high-capacity road, at the express request of the Government, the Ministry of Transport assures that it must have at least two lanes in each direction, otherwise it would not be a roundabout, a connection of urban systems.

With regard to the management orders for the rest of the infrastructure worth 914 million, the two reports establish allocating 384 million to update the C-32 in the Maresme; 250 million for AP-7 and AP-2 accesses; for the Pyrenean axis road, the N-260, 260 million, and another 20 million for new interchanges between the R8 de Rodalies and the Generalitat Railways network.

Of all these works, the one that may have airs of immediate execution is that of AP-7, on which Transports believes that there could be a tender for some work by the Generalitat, if all goes well, in in October
