Junts will have its own parliamentary group in Congress. One day before the term expires this Friday, Carles Puigdemont’s men have made their composition official thanks to the loan of four PSC deputies.
The movement is identical to the one carried out yesterday by ERC although, in this case, thanks to the two deputies lent by Sumar. Now it will be the Board of the Lower House who has to endorse the constitution of the groups next Monday so that, immediately after, the PSC and Sumar deputies return to their respective groups of origin.
The regulations of the Congress allow parties with more than 15 seats or those that, with a minimum of 5, exceed 5% of the votes in all of Spain or 15% in the constituencies in which they have concurred, to form a group. PP, PSOE, Vox and Sumar meet the first requirement; EH Bildu and PNV, the second.
Not so Junts and ERC since, although they have more than five deputies, they do not reach the 15% required in some of the constituencies in which they have concurred in Catalonia. Something that they have overcome with the loans received.
The loan for the registration of the own group is governed by virtue of the interpretation of the Regulation made by the governing body of the Chamber in 1993, with a socialist majority, so that the Canary Islands Coalition could obtain it without meeting all the requirements demanded in the internal norm.
