Felipe González again general secretary of the PSOE

At the extraordinary congress of the PSOE on September 29, 1979, the delegates of the local groups were placed in territorial delegations under the control of a spokesperson, who was the only one who had a say. The number is noticeably smaller, around 400. The composition also changes radically, many now occupy institutional positions. The device imposes its power. Felipe is again elected general secretary of the party with 86% of the votes. It is the birth of felipismo.
