Basque citizens can still request, until this Thursday the 11th, inclusive, to vote by mail for the elections to the Basque Parliament on April 21. To do this, people who decide to vote by mail must request the certificate of their registration in the Electoral Census of the Autonomous Community of the Basque Country. Once the previous procedures are carried out, the deadline to cast the vote by mail will end on April 17.
There are three groups of people who can vote by mail in the upcoming elections on April 21. Firstly, those who live in Euskadi, but wish to vote by mail for whatever circumstance.
Secondly, those who are registered, but reside temporarily outside of Euskadi: either in the State or in any foreign country on a specific basis (Studies, Erasmus, international scholarships, temporary work in the state or abroad, etc.) . Finally, those who permanently reside abroad, but have the right to vote in these elections. It is the so-called CERA vote, the census of resident people who are called absent.
These groups of people can request to vote, until April 11, in two ways. The first is, through the paper form that is available to citizens in all offices and downloadable on the websites of the Post Office, the INE or the Basque Government https://euskadi.eus. This form must be filled out, signed by hand, and delivered personally to the Post Office with prior identification with a valid official document.
In addition, they can request it online through (only) the Correos website after an authentication process with a valid official digital certificate: Izenpe, electronic DNI, etc.
Once requested, you will receive the documentation and ballots at the indicated location between April 1 and April 14. With this documentation, the vote can be cast by certified mail in person and with valid official identification at any Post Office. The last day will be April 17.
If the documentation does not reach the recipient within the specified period, the status of the procedure can be checked through the electronic headquarters of the National Statistics Institute (INE) and through the Correos web portal with the application identification number.
If the procedure is accepted, but there is some incident with the sending of the documentation, the voter can go to the Post Office where they submitted the application, or to the Electoral Board to request to vote at the table if they are in the city where that is registered.
In cases where the voter cannot request a vote by mail due to illness or disability, the voter must prove this with a medical certificate that will be included in the vote application form. The voter must also accredit the person authorized to collect the documentation in a notarial or consular manner. The postal worker will be in charge of collecting the documentation.
