The current aid plan for the purchase of electrified vehicles and Moves III charging points was scheduled to end on December 31. However, the acting Executive, at the request of the Ministry for the Ecological Transition and Demographic Challenge (Miteco), has approved a royal decree to extend it until July 31, 2024. This subsidy program, whose budget reached 1.2 billion of euros, currently has a provision of 290 million euros, which will serve to continue meeting demand beyond the end of the year.

The dealer association, Faconauto, has positively valued the renewal of the Moves III because it will give certainty to buyers and, above all, “it will prevent a stoppage in an electric vehicle market that, in our country, is far from reaching the levels we need. ”. And the national automobile fleet is still far from reaching the Government’s objective, which established the circulation of 5.5 million electric vehicles by 2030.

In any case, the objective established in the Recovery, Transformation and Resilience Plan (PRTR) has already been reached, which indicated that in 2023 238,000 requests for help for electric vehicles and charging points should be reached; According to Miteco, more than 250,000 applications have been registered, so this goal has been exceeded.

Looking ahead to future editions of the Moves aid plan, Faconauto points out that improvements will have to be introduced so that “the buyer gets the discount on the invoice or helps the autonomous communities improve their management.” Currently, the consumer pays the total price of the vehicle and once his or her request for help is approved, he or she will receive the corresponding amount. It must be remembered that the amount received must be declared in the Income Tax, since they are considered earnings that are subject to personal income tax.

Aid can reach up to 7,000 euros (9,000 euros for delivering a vehicle to be scrapped) in the case of commercial vehicles weighing up to 3,500 kg. For passenger cars, the subsidy reaches a budget of 4,500 euros (7,000 euros with scrapping). In all cases, aid is only applicable to vehicles with an Eco or Zero environmental label, that is, plug-in hybrids, electric or hydrogen cars.

The Moves III plan also offers subsidies for the purchase of electric motorcycles with a nominal power of at least 3 kW (4.02 HP) and a minimum range of 70 kilometers. The basic aid is 1,100 euros, although it can be increased to 1,300 if the transaction includes a combustion engine motorcycle over seven years old for scrapping. As with electric cars and plug-in hybrids, a maximum purchase price limit for the new vehicle has also been set, which, for electric scooters, is 10,000 euros without VAT.

It should be noted that the royal decree that extends Moves III introduces some modifications to the regulatory bases of the program that derive from the modification of the General Block Exemption Regulation included in Regulation (EU) 2023/2015, the adaptation of which must be carried out before December 31, 2023.

In this sense, the Department headed by Teresa Ribera has explained that the regulatory bases of the program have been adapted to European regulations, without any changes for individuals, self-employed workers, communities of owners or Public Administrations.

For example, they limit the annual budget that can be assigned to each of the specific aid programs for companies to 150 million, and require that the charging points that they install with powers up to 22 kilowatts (kW) have intelligent functionalities, which could affect less than 2% of the files.
