The Minister of Territorial Policy and Democratic Memory of the new Pedro Sánchez government will be Ángel Víctor Torres (Arucas, Las Palmas, 1966) according to the SER. He is the general secretary of the PSOE of the Canary Islands, the community that he presided over between 2019 and 2023 when he was ousted by a coalition of the Canarian Coalition and the PP.

Until now, the Democratic Memory area was attached to the Ministry of the Presidency headed by the Minister of the Presidency, Félix Bolaños.

Torres has a degree in Hispanic Philology and has worked as a teacher. His political career began in the city council of Arucas, where he was born. In 2009 he jumped into state politics by joining the Congress of Deputies and in 2015 he headed the PSOE list for the Gran Canaria council and from there he went on to direct the Department of Public Works, Infrastructure and Sports. On July 23, 2017, he was elected general secretary of the PSOE of the Canary Islands.

In the regional elections of May 2019, he won the regional elections and was proclaimed president of the community after reaching an agreement with other progressive groups. He remained in this position until 2023 when he was replaced at the head of the Canarian PSOE candidacy by the former Minister of Health, Carolina Darias who, despite winning the 2023 elections, a coalition of Canarian nationalists and the PP imposed the current president of the community, Fernando Clavijo.
