Immigrants without papers who are studying a training cycle will not be able to do work practices in a company or entity, as required by the study plan, because lacking identification documents they cannot be registered with Social Security. For this reason, the Generalitat has established, through a resolution published today, that alternative activities be carried out in the educational center as a synthesis work in order to comply with the curriculum and be able to obtain the title.

Since January, interns must register with Social Security. This was established by the Ministry of Labor in order for this internship period to count in the calculation of the working life of young people towards retirement. This measure, supported by companies and unions, is subsidized in its first year.

The problem has arisen with those students who lack identification documents, are in training and cannot be included in the administrative mechanism. These students are caught between the obligation to do an internship in a company, as indicated on the resume, and the impossibility of being able to register in the administration system.

Current regulations guarantee people’s right to schooling, regardless of the documentation they have. “The objective is to guarantee the right to training and inclusion,” they maintain in education.

The Government’s resolution recommends that centers propose activities such as projects or synthesis works, so that they achieve the skills that they would acquire through internships. The workload should be at least 50% of practical hours. The resolution warns that “in no case” can alternative activities consist of internships in the same center.

The Department of Education has not provided the number of those affected among the 150,000 students studying vocational training in Catalonia. It points out that in the case of the most vulnerable students, those who have not finished ESO and are taking a Training and Integration Program (PFI), it reaches 149 students. The PFI, which lasts one course, is not only academic, it is closely linked to entities in the environment to facilitate inclusion.
